Authorizes courts to require electronic monitoring of defendants when issuing protective or restraining orders in domestic violence cases, if the local government adopts a policy with approval from the county sheriff or chief probation officer.

Requires defendants to pay for electronic monitoring costs if they have the ability to pay; allows the local government to cover costs if the defendant cannot pay.

Limits electronic monitoring duration to a maximum of one year from the date the order is issued, and requires monitoring to cease if the protective order is terminated.

Applies to protective orders issued in criminal domestic violence cases and to restraining orders issued upon conviction of domestic violence crimes, valid for up to 10 years.

Known as "Kathy's Law" and takes effect upon approval by the Governor on September 24, 2012.
