Increases penalties for fleeing or attempting to elude a pursuing peace officer while operating a motor vehicle if the person is on parole, postrelease supervision, postrelease community supervision, or probation for a felony, or serving a specified sentence under Penal Code Section 1170(h).

Adds a two-year consecutive sentence enhancement in state prison for felony violations of fleeing that cause serious bodily injury or death when the offender is on parole, probation, or postrelease supervision.

Maintains existing base penalties for fleeing violations: state prison terms for causing injury or death, county jail time for standard violations, and fines ranging from $1,000 to $10,000 depending on circumstances.

Applies enhanced penalties to fleeing violations involving willful disregard for safety and to violations where the pursued vehicle is driven in the wrong direction on a highway.

Specifies that no state reimbursement is required because the act only changes penalties for existing crimes under Government Code Section 17556.
