Requires the State Department of Health Care Services to use fee-for-service data when setting capitation rates for primary care case management organizations that obtain Knox-Keene licenses, applying the same methodology used for other Medi-Cal managed care plans.

Applies to entities contracted as primary care case management organizations under Article 2.9 of the Welfare and Institutions Code that subsequently become licensed health care plans under the Health and Safety Code.

Ensures that rate-setting for affected entities includes fee-for-service data in the same manner and for the same purposes as rates for health plans operating under Articles 2.7, 2.8, and 2.91 of the Welfare and Institutions Code.

Legislature finds that the AIDS Healthcare Foundation has operated 12 health care clinics in California since 1991 and seeks to have its capitated rates developed using the same methodology as other Medi-Cal managed care plans.
