Amends Government Code Sections 69922 and 69926 to clarify court security services provided by sheriffs and marshals in superior courts.

Specifies that court security services may include bailiff functions, prisoner escort and holding cell oversight, hallway and facility patrolling, security screening, judicial officer protection, and security in areas adjacent to courthouse facilities.

Requires superior courts and sheriffs or marshals to enter into annual or multiyear memoranda of understanding detailing agreed-upon security services, costs, and payment terms.

Bases cost calculations on estimated average salary and benefits for equivalent county personnel classifications, excluding overtime pay and retiree health benefits.

Requires sheriffs or marshals to submit detailed cost and service information by April 30 annually, with actual allocations subject to Judicial Council approval and legislative funding.
