Extends the prohibition period on sale, foreclosure, or seizure of real or personal property owned by service members from 3 months to 9 months after the end of military service for nonpayment or breach of mortgage or security obligations.

Maintains existing exceptions allowing property sales or foreclosures that are made pursuant to party agreements or court orders.

Increases penalties for violations to include liability for actual damages, reasonable attorney's fees, costs, and potential misdemeanor charges (up to one year imprisonment and/or $1,000 fine).

Applies only to obligations that originated before the service member's military service period and are secured by mortgage, trust deed, or similar security on property owned at the start of service.
