AB 2478 Summary

• Exempts veterans who were stationed in California on active duty for more than one year from paying nonresident tuition at public postsecondary education institutions (University of California, California State University, and California Community Colleges) for the length of time they live in the state after discharge, up to the minimum time necessary to become a resident.

• Limits the exemption for California Community College students to one year of nonresident tuition waiver, which must be used while the student lives in California and within two years of being discharged, and requires filing an affidavit stating intent to establish California residency.

• Prohibits former members of the Armed Forces who received a dishonorable or bad conduct discharge from being eligible for the nonresident tuition exemption.

• Requires reimbursement to local agencies and school districts pursuant to state law if the Commission on State Mandates determines the bill contains state-mandated costs.
