Eliminates certification under penalty of perjury as sole proof of citizenship for voter registration, requiring instead submission or presentation of birth certificate, U.S. passport, naturalization documents, Immigration Reform and Control Act documentation, or Bureau of Indian Affairs/tribal card numbers.

Allows voters to submit legible photocopies of acceptable citizenship documents or present originals to designated elections officials or voter registration agencies.

Grandfathers existing voter registrations completed before January 1, 2013, and exempts registered voters from new requirements when changing addresses.

Repeals existing law deeming certification on voter affidavit as evidence of citizenship for voting purposes.

Provides state reimbursement to local agencies and school districts for implementation costs if the Commission on State Mandates determines the bill imposes state-mandated expenses.
