Gold Coast Transit (GCT) may install folding bicycle racks on bus fronts extending up to 40 inches, with bicycle handlebars not exceeding 46 inches from the front.

GCT must establish a route review committee with unanimous voting approval before installing racks on 45-foot buses, including field review of proposed routes and certification by a licensed traffic engineer.

Route review committee comprises one GCT member, one licensed traffic engineer, one bus driver representative (all voting), and one bicycling community representative (non-voting).

GCT must report to the Assembly Committee on Transportation and Senate Committee on Transportation and Housing by December 31, 2017, detailing safety incidents and mobility improvements from the bicycle racks.

The bill provides a special statute exemption for GCT due to unique circumstances regarding bicycle rider usage and safety considerations specific to this transit agency.
