Expresses legislative finding that the California State University adopted the Early Start Program in May 2010 to improve student graduation rates through changes in mathematics and English proficiency policies.

Requires the Legislative Analyst's Office, in consultation with CSU, to submit reports to the Legislature every two years beginning January 1, 2014, detailing the program's impact on student mathematics and English proficiency.

Reports must include remediation success rates compared to 2010-11 baseline, time spent on remediation, demographic data on participants, enrollment numbers by campus, and proficiency outcomes one year after program participation.

Automatically repeals January 1, 2018, unless the Legislature extends the provision before that date.
