Requires sellers to disclose the total amount charged for electric vehicle charging stations (including device, materials, wiring, and installation services) in conditional sale contracts, effective July 1, 2013.

Mandates sellers provide buyers with a separate written disclosure (at least 12-point type) describing and itemizing the price of EV charging station components before contract execution, effective July 1, 2013.

Labels the EV charging station charge as "EV Charging Station" in the itemization of amount financed section of the conditional sale contract.

Establishes violation of these disclosure requirements as a criminal offense, creating a state-mandated local program.

Takes effect immediately as an urgency statute to provide motor vehicle sellers early notice of new disclosure requirements.
