Repeals the prohibition on selling or purchasing crayfish taken from Lake Tahoe or the Lake Tahoe Basin.

Authorizes the Department of Fish and Game to establish a commercial crayfish fishery in Lake Tahoe for the primary purpose of population reduction and control of signal crayfish (an invasive species).

Requires Fish and Game Commission regulations for commercial crayfish taking in Lake Tahoe to be consistent with the Lake Tahoe Region Aquatic Invasive Species Management Plan.

Allows the department to charge commercial fishery participants to reimburse the state for reasonable costs of implementing and enforcing the fishery, including California Environmental Quality Act compliance costs.

Declares no local reimbursement is required under the California Constitution because any local costs result from creating new crimes under fish and game laws.
