Exempts excavations or grading of lands conducted for farming from surface mining regulations under the Public Resources Code.

Exempts immediate excavation or grading of lands affected by a natural disaster for the purpose of restoring those lands to their prior condition.

Exempts immediate removal of material deposited by a flood onto lands being farmed for the purpose of restoring those lands to their prior condition.

Separates the flood-related exemption from the natural disaster exemption to allow for distinct treatment of these two scenarios.
