Requires community care facility licenses to be forfeited if the licensee operates a residential facility for foster children and is convicted of willfully obtaining personal identifying information of another person under Penal Code Section 530.5

Adds identity theft conviction as a ground for automatic license forfeiture for foster care facility operators, in addition to existing grounds such as convictions for specific violent crimes

Applies to community care facilities licensed by the State Department of Social Services, including foster family homes, small family homes, and foster family agencies

Violation of the Community Care Facilities Act remains a misdemeanor offense
