Commission must complete a study by October 1, 2013 determining who benefits from and who bears economic burden of the net energy metering program, including analysis by utility, customer class, and household income groups.

Study must assess the extent to which ratepayers are paying full costs of services and their share of public purpose program costs under net energy metering, using multiple penetration scenarios including California Solar Initiative goals.

Commission must report study results to the Legislature within 30 days of completion in compliance with Government Code requirements, with the study requirement repealing on July 1, 2017.

Advanced metering infrastructure devices are permitted under wind energy co-metering provisions for customer-generators utilizing wind facilities greater than 50 kilowatts but not exceeding one megawatt.
