Amends Public Utilities Code Section 345.5 to add two new operational requirements for the California Independent System Operator (ISO): minimizing cost impact on ratepayers through internal operations and communicating with all California balancing area authorities to support electrical reliability

Maintains four existing ISO management requirements: making efficient use of available energy resources, reducing overall economic costs to consumers, complying with state health and environmental laws, and maximizing availability of existing electric generation resources

Specifies that "available energy resources" include energy, capacity, ancillary services, and demand bid into ISO markets, but exclude schedules submitted by electrical corporations or local publicly owned utilities for their own customer loads

Declares that no state reimbursement is required under Article XIII B of the California Constitution because any costs to local agencies or school districts result from the bill's creation of new criminal violations

Enacted July 13, 2012, by Governor after passing the Assembly on May 17, 2012, and the Senate on June 28, 2012
