Establishes a temporary wage lien system for car washing and polishing employees, effective until January 1, 2018, allowing them to record liens on employer property for unpaid wages and related damages.

Allows liens to attach to real property owned by the employer (except primary residences) and personal property used in the car wash business, with liens recorded through county recorders or the Secretary of State.

Extends the time period for laborers to record mechanic's liens from 90 days to one year after work completion, or from 30 days to 180 days after the owner records a notice of completion or cessation.

Entitles laborers to recover court costs and attorney's fees incurred in recording and enforcing liens, with these amounts considered part of the lien and relating back to the recording date.

Requires liens to be enforced through court action within one year of recording, with equal priority among multiple perfected liens and proportional distribution of sale proceeds if insufficient funds exist.
