Requires time-share associations to maintain a complete list of names and post office addresses of all owners, updated at least every six months.

Prohibits associations from publishing, distributing, or selling the owners list for commercial purposes.

Establishes a process for owners to request the association communicate with membership without receiving the owners list, with the association determining if the request advances legitimate association business within 30 days.

Allows owners to appeal to court if their communication request is denied, and permits courts to award reasonable costs and attorney's fees to owners who successfully enforce their rights.

Specifies that Section 8330 of the Corporations Code does not apply to time-share associations and declares the act takes effect immediately as an urgency statute.
