AB 2519 Summary

• Prohibits license renewal if a licensee fails to satisfactorily complete additional education requirements imposed by citation, with automatic suspension occurring on the specified completion date.

• Allows the Office of Real Estate Appraisers to continue disciplinary proceedings and suspend or revoke licenses even after the license has expired, been suspended, or forfeited by operation of law.

• Requires real estate appraiser applicants and appraisal management company controlling persons to submit fingerprint images via LiveScan to the Department of Justice; out-of-state applicants must submit fingerprint cards with their application.

• Extends appraisal management company requirements regarding licensure, performance standards, and appraisal report reviews to apply to both employee appraisers and independent contractor appraisers.

• Removes the requirement that issuance-related fees be paid at the time of application and eliminates government purchase order as a payment method; clarifies applicants must notify the office within one year of passing the examination to be eligible for license issuance.
