Permits distilled spirits manufacturers and their authorized agents to provide free entertainment, food, and beverages at invitation-only events for consumers over 21 in connection with wine or distilled spirits sales, in addition to existing permissions for winegrowers and rectifiers.

Establishes event requirements including: maximum 400 attendees, four-hour duration limit, invitations sent only by mail/email/phone/in-person, and a limit of 12 large events (over 100 people) or 24 small events (100 or fewer people) per calendar year per person.

Restricts events to premises with caterer's permit authorization and prohibits events at permanent retail license locations; limits same-location events to eight times per calendar year.

Allows organizers to provide free transportation home to attendees and requires all alcoholic beverages be purchased from the caterer holding the permit.

Sunsets the provision on January 1, 2014, unless extended by later-enacted legislation; specifies no state reimbursement is required for local enforcement costs under the California Constitution.
