Prohibits mobilehome park rental agreements from being made contingent upon homeowners agreeing to binding arbitration or waiving the right to trial by jury for disputes with management.

Allows homeowners to voluntarily agree to binding arbitration or waive trial by jury rights, provided the rental agreement clearly states they are not required to make such agreements.

Requires rental agreements to clearly disclose that homeowners have the right to refuse binding arbitration and jury waiver provisions without penalty.

Amends Section 798.15 of the Civil Code governing mobilehome rental agreement requirements.
