Adds Section 2923.4 to the California Civil Code requiring that notice of default cannot be recorded unless it includes a declaration that the mortgagee, trustee, or authorized agent contacted the borrower to determine active duty military status

Requires the declaration to confirm compliance with the federal Servicemembers Civil Relief Act if the borrower is an active duty servicemember or was within 90 days prior to the notice of default recording date

Applies to foreclosure proceedings on mortgages and deeds of trust when a borrower defaults on the obligation

Requires contact with the borrower before notice of default can be recorded to verify military status and ensure federal protections are followed
