Requires the Public Utilities Commission to credit all revenues from direct allocation of greenhouse gas allowances to electrical corporations directly to all retail delivery customers in proportion to the increase in electricity costs they incur from the state board's market-based compliance mechanism.

Mandates electrical corporations adopt and implement a customer outreach plan by January 1, 2013 to inform the public about crediting of greenhouse gas allowance revenues through bills, media outlets, and other measures, with implementation costs recoverable in rates.

Allows the Public Utilities Commission to allocate up to 15 percent of greenhouse gas allowance revenues received by electrical distribution utilities for clean energy and energy efficiency projects established by statute that are not otherwise funded.

Establishes that no state reimbursement is required under Article XIII B of the California Constitution because the act only creates penalties related to crime or infraction changes.
