Prohibits restraint of pregnant inmates in labor, during delivery, or in recovery after delivery by wrists, ankles, or both unless deemed necessary for safety and security of inmate, staff, or public

Prohibits use of leg irons, waist chains, or handcuffs behind the body on any inmate known to be pregnant or in recovery after delivery

Requires pregnant inmates be advised orally or in writing of standards and policies governing pregnant inmates upon confirmation of pregnancy

Directs Board of State and Community Corrections to develop standards regarding restraint of pregnant women at next biennial review and monitor facility compliance

Applies restraint restrictions to both adult inmates in state and local correctional facilities and juveniles in juvenile facilities
