Authorizes state hospitals under the State Department of State Hospitals to develop lists of items deemed contraband and prohibited on hospital grounds to ensure facility safety and security.

Requires each state hospital to form a contraband committee including hospital management, employees, patient representatives, and the Office of Patients' Rights to develop the contraband list.

Mandates the State Department of State Hospitals develop a statewide list of contraband items applicable to all state hospitals, with both lists subject to Director approval and updated at least every 6 months.

Requires hospitals to post contraband lists prominently throughout all units, on their internet websites, and provide lists to patients upon request.

Permits the Director of State Hospitals or executive director to immediately place items on the contraband list if they present emergent danger, but such placement must be reviewed by the contraband committee and approved by the Director within 6 weeks.
