Establishes a voluntary pilot program administered by the Office of the Chancellor of the California Community Colleges to identify best practices for awarding credit for experiential learning to veterans in career technical education programs.

Authorizes selection of 3 to 5 community college campuses to participate, with the chancellor considering geographic diversity, veteran population, existing programs, potential industry funding, and plans to recognize military training and education.

Allows participating districts to use resources including American Council on Education guidelines, Armed Forces partnerships, and stackable credential programs to evaluate veterans' prior military training and grant course credit and certificates.

Requires participating districts to report enrollment, completion rates, financing sources, and credit granted data to the Office of the Chancellor by July 1, 2017.

Requires the Legislative Analyst's Office to report to the Legislature by December 1, 2017, assessing the pilot program's effect on student veterans' educational success and recommending whether to extend, expand, or modify the program.
