Requires finders to immediately notify owners if reasonably ascertainable, bring unclaimed animals to animal control within one day, and comply with agency inspections for microchips and identifying information.

Mandates finders microchip, vaccinate against rabies, and spay or neuter animals within 14 days of obtaining legal title, with violations constituting an infraction punishable by $250 fine.

Allows original owners to petition superior court within 6 months to regain ownership if they demonstrate "good cause" for failing to claim during the initial 14-day period, with court authority to order finders to reimburse care costs.

Extends the owner redemption holding period from 6 business days to 14 days for dogs and cats when the finder retains possession under this new law.
