Continuously appropriates $90 million annually from the General Fund to the Department of Veterans Affairs for operating five Veterans' Homes of California locations: Redding, Fresno, West Los Angeles, Lancaster, and Ventura.

Continuously appropriates $15 million annually from the General Fund to the Department of Veterans Affairs for funding county veterans service officers.

Adds sections 972.3 and 1016 to the Military and Veterans Code to establish these ongoing appropriations on a fiscal year basis.

Removes previous provisions that would have imposed a 7.5 percent sales tax on specified luxury and recreational services effective January 1, 2013.
