Requires the Instructional Quality Commission to incorporate the Magna Carta, Articles of Confederation, and California Constitution into the history-social science framework based on course subject matter.

Expands social sciences instruction requirements for grades 7-12 to include the development of democracy and the history of the development of the United States Constitution.

Requires textbooks for social science, history, or civics classes to contain the Declaration of Independence and United States Constitution, and requires classrooms teaching history or social sciences to have access to a copy of the California Constitution.

Provides for state reimbursement to local agencies and school districts for any costs mandated by this bill through existing statutory procedures.
