Establishes the Statewide Office of the Homeless Youth Advocate within the California Health and Human Services Agency, reporting directly to the Secretary of California Health and Human Services.

Office shall coordinate services, identify gaps and barriers, improve service quality, reduce overlapping services, and identify funding resources for entities serving homeless youth.

Office responsibilities include providing technical assistance, identifying obstacles to service provision, maintaining an updated website of available services, and sharing information with service providers and stakeholders.

Requires submission of a biennial report to the Governor and Legislature beginning two years after implementation, including data on homeless youth enrollment in schools and federal point-in-time count information.

Removes funding contingency language that previously required Director of Finance approval before implementation; reporting requirement becomes inoperative four years after first report submission.
