Establishes new Civil Code Section 2929.35 allowing any person whose property is injuriously affected to bring an action for injunctive relief against owners of vacant foreclosed residential properties in Los Angeles County that fail to maintain the property, effective until January 1, 2016.

Requires persons seeking an injunction to provide written notice to the property owner describing the violation and stating intent to seek injunctive relief if the violation is not corrected within 14 days (commencement) and 30 days (completion).

Permits injunctive actions to be filed in small claims court or Los Angeles County Superior Court, with prevailing plaintiffs in superior court actions entitled to recover court costs and reasonable attorney's fees.

Authorizes district attorneys, county counsels, and city attorneys to seek appointment of a receiver for substandard buildings on behalf of the people, in addition to existing authority granted to enforcement agencies and tenants.

Expands receiver powers to include collecting rents, managing property operations, securing construction contracts, borrowing funds for repairs, and providing tenant relocation benefits when repairs significantly impact safe occupancy.
