Requires cities, counties, or city-counties to act on gas corporation applications for ministerial pipeline project permits within public streets, highways, or public rights-of-way within 10 business days of determining the application is complete.

Defines "pipeline project" as pipeline inspection, remediation, removal, or replacement activities, including attached equipment, that comply with an approved pipeline integrity management program.

Mandates that if a local agency cannot meet the 10 business day deadline, it must provide the gas corporation with a written timeline indicating when it will act on the application.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover the costs of this mandate.
