AB 2563 Summary

• Requires the State Air Resources Board to adopt a process for reviewing and considering new offset protocols by January 1, 2013, if it exercises its authority to use market-based compliance mechanisms.

• Process must include a publicly posted schedule, online tracking system, designated point of contact, public input procedures, and explanation of approval criteria and standards for offset protocols.

• Mandates the State Air Resources Board conduct annual reviews of new offset protocols beginning in 2013 using the established process.

• Applies only if the State Air Resources Board uses market-based compliance mechanisms authorized under the California Global Warming Solutions Act of 2006.

• Takes effect immediately as an urgency statute.
