Modifies California Environmental Quality Act (CEQA) pipeline exemption until January 1, 2018 to include surface accessories and appurtenances (such as valves, meters, and vaults) in the definition of pipeline for projects under one mile in public rights-of-way.

Requires resource agencies (State Lands Commission, California Coastal Commission, Department of Fish and Game, State Water Resources Control Board, and local agencies) to consider only pipeline length within their legal jurisdiction when determining exemption applicability for natural gas pipeline safety enhancement activities.

Authorizes public agencies to establish a process allowing applicants for natural gas pipeline safety enhancement activities to pay additional fees for third-party assistance in analysis and approval determinations.

Establishes state agency time limits of one year for environmental impact reports and 180 days for negative declarations, with 45-day contract execution requirement.

Takes effect immediately as an urgency statute due to public safety concerns following the 2010 San Bruno natural gas pipeline rupture and mandate for comprehensive pressure testing of intrastate pipelines.
