Adds an exemption from the Outdoor Advertising Act for a specific advertising display located at Post Mile 31.51, 510 feet south of Magellan Road, on State Route 1, in San Mateo County.

Requires written consent from both the property owner and local city or county before the display can be placed.

Prohibits the display from advertising alcohol, tobacco, gambling, or sexually explicit material, and restricts it to 72 inches in length and 168 inches in height.

Requires the display to contain the words "beach access" and prohibits flashing or message center displays.

Mandates the display not cause reduction in federal aid highway funds, and requires the Department of Transportation to revoke the permit if federal funding is affected.
