Authorizes agencies providing water, wastewater, sewer, or refuse collection service to adopt fee schedules with automatic adjustments for up to five years without additional approval votes.

Allows automatic fee adjustments to pass through increases in wholesale charges for water, sewage treatment, or wastewater treatment to customers.

Permits inflation-based fee adjustments that do not exceed the cost of providing the service.

Requires at least 30 days' notice to property owners before any fee adjustment takes effect under the adopted schedule.
