Prohibits licensees regulated by the Department of Consumer Affairs from including provisions in settlement agreements that prevent the other party from contacting, filing complaints with, or cooperating with their regulatory board, or that require withdrawal of complaints, with violations subject to disciplinary action.

Voids as against public policy any settlement provision that restricts a party's right to report professional misconduct to the appropriate regulatory agency.

Prevents boards from requiring licensees to pay additional sums to civil action plaintiffs in disciplinary cases based on complaints that have already been settled for monetary damages providing full and final satisfaction.

Allows boards to adopt regulations exempting certain settlement agreements from these restrictions if they identify civil causes of action unrelated to the board's enforcement responsibilities and public protection duties.

Does not apply to licensees subject to Section 2220.7 (relating to physicians and surgeons, already subject to similar restrictions).
