Authorizes the governing board of the Los Angeles Community College District to adopt a resolution by majority vote to change its election method, effective with the 2013 election and thereafter.

Allows board members to be elected both at large and by individual seat number, with the highest vote-getter for each seat number deemed elected to that position.

Amends Section 72031 of the Education Code to permit this alternative election method while maintaining existing at-large election requirements.

Includes legislative findings that a special statute is necessary due to the unique needs of the Los Angeles Community College District.
