Prohibits the Department of Corrections and Rehabilitation, Division of Juvenile Facilities from accepting new wards and youthful offenders as of January 1, 2013, and abolishes the division as of June 1, 2014.

Establishes the Juvenile Justice Rehabilitation Best Practices Fund with $40 million transferred in 2012-13 and $40 million annually appropriated thereafter, allowing counties to apply for grants to contract with service providers and renovate facilities.

Creates the Juvenile Justice Realignment Fund with $60 million appropriated in 2013-14 and $120 million annually thereafter, distributed quarterly to counties based on juvenile felony court dispositions (50%) and minor population ages 10-17 (50%).

Provides each county a minimum block grant of $58,500 for 2012-13 and $117,000 annually thereafter from the Juvenile Justice Realignment Fund to provide custodial and noncustodial rehabilitative services for juveniles.

Requires reimbursement to local agencies and school districts for any state-mandated costs determined by the Commission on State Mandates.
