Adds Section 21091.7 to the Public Resources Code to clarify that lead agencies have no duty to consider, evaluate, or respond to public comments received after the public review period expires under CEQA.

Specifies that comments submitted after the public review period ends shall not become part of the official record of proceedings for environmental impact reports, negative declarations, or mitigated negative declarations.

Maintains existing requirements for lead agencies to respond to comments received within the designated public review period and to address significant new information added to environmental reports through Section 21092.1 procedures.
