Extends job order contracting authorization for the Los Angeles Unified School District from December 1, 2012 to December 31, 2020.

Changes contract award criteria from "lowest responsive bid" to "most qualified bidder" provided the bidder complies with the district's project stabilization agreement.

Requires primary job order contractors to provide public notice of subcontracted work, accept sealed bids from subcontractors, and provide seven days' notice before substituting any subcontractors with justification.

Increases maximum contract values from $5,000,000 to $10,000,000 over the maximum two-year contract term, with individual job orders capped at $1,000,000.

Requires the district to submit an interim report by June 30, 2017 on all completed job order contracts and a final report by December 31, 2019, prepared by an independent third party at district expense.
