Requires the Department of General Services to encourage operation of state alternatively fueled vehicles (hybrid, electric, natural gas, fuel cell) on their designed fuels and develop commercial infrastructure for alternative fuel pumps and charging stations at state vehicle fueling or parking sites.

Mandates the Department of General Services and Department of Transportation develop and implement parking incentive programs in public parking facilities with 50+ spaces and park-and-ride lots to incentivize purchase and use of alternatively fueled vehicles, including preferential spaces, reduced fees, and fueling infrastructure.

Authorizes the Department of General Services to work with other public agencies to promote state employee operation of alternatively fueled vehicles through preferential or reduced-cost parking, charging access, or other incentives.

Exempts alternatively fueled infrastructure programs in Department of Transportation park-and-ride lots from the prohibition on commercial activity at fringe and transportation corridor parking facilities.

Maintains existing state fleet petroleum reduction targets of 10% by January 1, 2012, and 20% by January 1, 2020, compared to 2003 consumption levels.
