Requires electrical corporations to fully cooperate with Public Utilities Commission (PUC) investigations into major accidents or reportable incidents involving overhead electric supply facilities, regardless of pending litigation or other investigations.

Mandates electrical corporations provide the PUC immediate access to physical evidence, witness names and contact information, employee witnesses, and documents related to incidents (excluding attorney-client privileged materials).

Requires electrical corporations to preserve all documents and evidence collected during incident investigations for at least 5 years, or a shorter period authorized by the PUC, and maintain them in an organized, accessible manner.

Violation of these requirements constitutes a crime under the Public Utilities Act.

No state reimbursement required to local agencies or school districts under Article XIII B of the California Constitution.
