Provides certified stores with signage, brochures, website listings, and promotional support; requires the department to seek federal grants and private donations to fund the program

Limits program implementation to after the Director of Finance determines sufficient funds are available, with certification valid for two-year periods subject to random compliance inspections and revocation for non-compliance
