Authorizes the Secretary of the Department of Corrections and Rehabilitation to enter into a long-term agreement not exceeding 25 years with the City of Adelanto to finance and build a state prison facility for medium and maximum security inmates

Requires the facility to be staffed by Department of Corrections and Rehabilitation employees and subject to all departmental rules and regulations

Specifies that reimbursement rates must account for construction and financing costs, plus a service fee component considering the city's investment, risk, and assistance in siting, financing, and constructing the facility

Authorizes the secretary to contract with the City of Adelanto for facility maintenance, including fixtures and improvements

Makes legislative findings that a special statute is necessary for the City of Adelanto due to unique circumstances allowing timely prison construction
