Extends the Local Educational Agency Medi-Cal Recovery Fund indefinitely by deleting the January 1, 2013 repeal date, allowing continued proportional reduction of federal Medicaid payments to LEAs to support department administration of the LEA billing option (capped at $1,500,000 annually).

Exempts medical transportation provided by LEAs from four specified regulatory requirements until January 1, 2018, or until the director declares that regulations have been updated, whichever is later.

Requires the department to collaborate with the State Department of Education to ensure LEA compliance with state and federal Medicaid requirements and improve LEA participation in the Medi-Cal billing option.

Mandates the department publish an annual accounting by July 1, 2013, and every year thereafter, detailing all federal Medicaid funds collected from LEAs and amounts withheld from each participating agency, with one-time development costs not to exceed $250,000.
