Requires Fish and Game Commission to annually elect a president and vice president by concurrent vote of at least 3 commissioners, with a limit of 2 consecutive years per person.

Allows the president or vice president to be removed at any time by a vote of at least 3 commissioners and requires vacancies to be filled at the next regularly scheduled meeting.

Prohibits the commission from adopting policies that make commissioners ineligible for election as president or vice president based on seniority or other criteria.

Requires the commission to adopt a code of conduct requiring commissioners to adhere to principles including faithfully discharging duties, acting in the public interest, and maintaining impartiality and public trust.

Requires the commission to adopt rules governing business practices and processes by July 1, 2013, and states legislative intent to encourage the Governor and Senate to consider minimum qualifications including diversity, wildlife management background, and public policy experience when selecting and confirming commissioners.
