Requires the Superintendent of Public Instruction, in cooperation with the state board and Legislative Analyst's Office, to publish a report by May 31, 2013 examining the adequacy of funding for dropout recovery programs in California.

Report must include an inventory of existing dropout recovery programs, their effectiveness, funding streams, and types of services provided.

Directs the Superintendent to review successful dropout recovery programs in other states when preparing the report.

Establishes legislative findings that dropout recovery programs face added costs due to challenges such as students being significantly below grade level and higher dropout rates among re-enrollees compared to the general population.

Identifies that quality alternatives to traditional high schools are lacking and insufficient financial incentives exist for dropout recovery despite potential significant returns on state investment.
