Authorizes Grossmont Union High School District and Sweetwater Union High School District to use a portion of funds from joint sales between school cafeterias and associated student body student stores as cafeteria fund expenditures

Requires any such agreement between the school cafeteria and associated student body organization to have a term not exceeding five years

Mandates that agreements must obtain prior written approval from the exclusive employee representative of classified food service and cafeteria employees in the school district

Prohibits student participation under the agreement from displacing classified employees, preventing the filling of new positions, or reducing hours or work year of existing employees

Declares that special legislation is necessary for these two districts due to their unique administrative circumstances
