Extends the timeframe for vehicle owners to submit evidence of financial responsibility or prove their vehicle is not being operated from 45 days to 60 days after the Department of Motor Vehicles notifies them of intent to suspend, cancel, or revoke registration.

Applies when an insurance company notifies the Department that required coverage has been canceled and the owner has not replaced it.

Requires the Department to include information about California's Low-Cost Auto Insurance Program on notification documents in English and Spanish, in at least 12-point bold type.

Removes technical provisions related to smog check certificate requirements for vehicles previously registered outside California (struck language).
