Amends Civil Code Section 3060 to expand the definition of "mine" to include quarries and pits from which rock, gravel, sand, or any other mineral-containing property is extracted by mining or surface mining operations.

Clarifies that persons performing labor or furnishing materials for mining operations have a lien on the mine and associated milling/reducing works for the value of work or materials provided.

Establishes that liens under this section are enforced in the same manner as liens provided under Part 6 (commencing with Section 8000) of Division 4 of the Civil Code.

Declares legislative intent to supersede the Fourth Appellate District Court of Appeals holding in Sukut Construction, Inc. v. Rimrock CA LLC (2011) 199 Cal.App.4th 817.

Takes effect immediately as an urgency statute upon approval by the Governor on September 7, 2012.
